Putting Museveni's northern policy in perspective

Dear R K

I would like to refer to a speech by the Minister of State for Northern Uganda , Mr. David Wakikona at Oyam (Lango) district headquarters, filed by James Eriku in the Sunday Monitor of 26/10/08, telling opposition politicians in the North not to "politicise PRDP".

There were three previous articles which appeared in your website dated 19/08/08 "Land grabbing Generals", another one dated 09/09/08, "Plan for our land, Museveni and Amuru Chiefs' deal", dated 09/09/08. I agree entirely with your comments immediately after the article.

This "one woman" PRDP deal is part of a much larger deal. The ultimate aim is to put Betty and Rwot Ocitti Binyi in a position where they will have no choice but to return the favour by handing over the coveted Amuru land. Given their track records this "couple from hell" can sell their people to the highest bidder! It is therefore not surprising that on the occasion of Rwot Ocitti's installation, the NRM junta was represented by such a senior Minister as Mr.Kirunda Kivejinja-see article filed in the Monitor of 28/10/08 by Cornes Lubangakene. The Pagak clan ( a sub clan of Lamogi) is so tiny that on its own it does not even rank among the top twenty clans in Acholi, I am told. It is what lies underneath that Museveni cares about.

Another patriotic contributor wrote, on this subject, also in your website, on 25/10/08. She has thrown even more light on the character of Betty Achola Ayoo (aka Allimadi/Ocitti), from their school days. One can only thank her for her sincere concern for the people of Acholi. The Amelia Kyambadde and the Sacred Heart connection provides a very important clue. The character revelation also ties in very well with Betty's other past activities in the UK and elsewhere.

After some dubious liaison with a Senior Official in Trafalgar Square , she masterminded the return of her father to Uganda in the early nineties, following the Addis-Abba sham agreement. Unfortunately Museveni treated Mr Allimadi and Gad Wilson Toko with complete contempt. Yet Betty is at it again, making another deal with the same devil. That goes to show how corrupt she is! Reliable information has it that in the early eighties, when her father was still Foreign Minister, following an incident, she had to flee France in a hush-hush way to the UK. Betty should be reminded that if she does not desist from making money out of their own peoples' miseries more cats will be let out of the bag!

I agree entirely with the expression of concern by Nwoya MP Hon Oyet that the PRDP deal is abnormal. To me I can see that once again Gen.Museveni has recognised an opportunity to fool and malice the people of the affected regions of Lango and Acholi, who are meant to benefit from such a U N funded rehabilitation programme. Museveni was quick to recognise that greedy Betty and Ocitti will not care whether the money reaches the affected people or not. The money will be "eaten", thus prolonging the suffering of the people of Lango and Acholi regions. This is music to the ears of sadistic Museveni!

The way in which such a large UN fund has been authorised begs so many questions:

Have the characters of those handling such a large fund been vetted, given that there are allegations that Betty and Justine Ocitti fled the UK recently to avoid enquires by the UK Charities Commission about financial irregularities, only to resurface in Uganda to run yet another "charity"! Have records of their UK charities been requested, to confirm or deny these allegations? How could such a large public fund (UN) be entrusted to an individual/or a couple? As a result we are now in the most ridiculous situation where we have a Commissioner without a commission!

What checks and balances are there in place to ensure transparency and accountability? Should this fund not be paid to a legally constituted commission, like I understand the Teso programme. This will make it possible for the fund to be subjected to public audit, possibly by a recognized and reputable firm of Auditors?

How come the elected leaders of the affected regions have not been involved in overseeing the whole programme, ie, setting out priorities, etc. Too many times donor funds in Museveni's Uganda ended up in the pockets of his cohorts, cronies, family members or his endless string of concubines. Therefore our elected MPs, RCs, etc must have the ultimate say in the administration of such a fund, meant for their electorates.

As for Betty and Justine Ocitti, all that one can say for now is that making your fortunes out of the suffering of your own people is a crime, which Acholi and Lango people will do well not to forget, when the time comes.

Where there is killing, look for M7's hand. You won't be disappointed

Kampala: Its yet again, another horrendous period of rape, looting and killing on the borders of Uganda, Rwanda and DR Congo. The International community and Ugandans in particular should not forget that Museveni is again in the spotlights.

Regional inhabitants (Great Lake Region) must not forget Museveni is a man who can't govern the country without a war. The ongoing eastern DR Congo conflict which has now left nearly to a quarter million people displaced people is a proxy war. Museveni has shown this by extending this war mongering into Congo and Sudan. It should be remembered that Museveni trained Thomas Lubanga Dyilo who is facing a series of charged raging from rape, killing maiming of innocent civilian at the Hague International Criminal Court (ICC), in Netherlands. According to the Wall Street Journal of June 8, 2006, Museveni also belongs to the same court although he still buying time.

You will all remember that Lubanga was the founder and leader of the Union of Congolese Patriots in the Ituri region of the eastern Democratic Republic of the Congo (DRC), like Museveni he also had enlisted child soldiers into the military wing of his group and then used them to participate in hostilities between September 2002 and August 2003. That is what Museveni did in Luwero where he used the Kadogos, to achieve his objectives and interests. Now he drains the county!

All my colleagues will testify that our Commander in Chief [Museveni] does not respect agreements. He made agreements with late Andrew Lutakome Kayiira who he exterminated. He went into agreement with Tito Okello, an agreement which would make him vice president. He however went on to fight on the same day because of his ambitions were far beyond the offer he had received. He will never come out clean. He can be used and play the card on different tables, that is what exactly he is doing with the lives of Congolese. If he could the suffering of the Congo will end.

Who needs all these soldiers? Why are they being trained now?

DEAR RK,
I wanted to let readers know that, recently I visited Luwero -Nakasongola and found a lot of recruits in Nakasongola base. There are more than 30000 that are being trained or have finished their training and some of these army men are the one being taken to DRC to fight with General Nkunda. It is a grand scheme. This base is about 300 arces and the Americans are the one training. They even have an airfield. Equipments are moved at night to different places. But we should not be worried as Ugandans, we have seen this before with Idi Amin. He had alot of military ware. But he is nowhere. M7 and his brothers in crime will never leave Uganda alive. Ugandans be aware.
Mukabya

Semuto shocks returning Ugandan (Sir, its the same everywhere in M7's Uganda)

LETTER FROM SEMUTO (UGANDA'S GREATEST LOTTERY $1.7 BILLION)

Dear Radio Katwe Editor.
I salute you and all your readers with great humility and hope and pray that your work continues unabetted because radoi katwe has become the only outlet through which many of us could voice the barbaric actions of Kikufiira (mr.7) against innocent Ugandans and the entire Eastern Africa.

Sir, I recently travelled to Uganda to visit my mother who lives around the neighbourhoods of Semuto, but my friends, I nearly fainted after seeing what is left of Bulemeezi!!!!! Semuto is a ghost area !!! Twenty two years after the war, Semuto is yet to realise even a dime from from that war monger who deceived our people that he was coming to liberate them!!!!!The roads are unnavigable! No electricity and remember, this was the first promise to Semuto. I was there and I heard it with my own two ears from Kikufiira himself!! Schools and Hospitals in semuto have long become a creature of the past! Ladies and gentlemen,it is not only heart breaking and painful but criminal to see and hear that this man (7) has milked our country to a tune of up to two Billion dollars($1.7 billion) !!

It has also been found that Museveni and his brother Salim Saleh own Seven Five Star Hotels and several resort homes in the Bahamas and in the Islands of Trinidad and Tobago. Friends, did this man come to liberate uganda or himself, his family and all his budies? And really, do these people care about the well being of Ugandans and our nation as a whole? Because, we all know well that that money is stollen from the national treasury and it meant for the wannainch!

Hey, Luwerians, I have news for you. It is time to act and act now and save our nation from the jaws of those killer whales and just like our fathers said "bwotya okusaaba omusaayi tobaaga".Tukyali bazzira n'engabo n'enyago tuzilina, kale Zzivuge. For god and my Country

Ugandans, the oil was sold. Legally, it belongs to others

RK and Readers,

We Ugandans are so simplistic and naive. If I correctly read the Independent Ananlyst's account, "Museveni, Saleh's criminal oil mineral deal in Uganda (2nd October 2008), it means the Bunyoro oil and other viable mineral deposits in Uganda have already been sold behind our backs. That is the very reason these people: Museveni and his brother are going nowhere, but to stay around until the exploit is a done deal.

I say the viable minerals and especially the oil is already "sold" because that is what international stock market is all about. Like for example, the oil being offered on the stock market on Wall Street, is oil still underground in the Saudi Desert, Iraq, the Nigeria Delta, and of course the Bunyoro oil is one of them. In other words our oil has already been sold out on the international stock market before it is pumped out from underneath Bunyoro and Lake Albert.

Therefore to make sure this sale (Illegal deal) is not highjacked by a new government, Museveni and co. must provide the security until there is a hole in the ground. Just as the Independent Analyst has intimated that the goldmine in Kaabong (Karamoja) is now a hole in the ground, so will the ground underneath Lake Albert and Bunyoro region; but with no money to show. The only beneficiaries will be the slave workers who will earn slave wages at the oil pumps or rig.

In a nutshell, Hon Kajura is a traitor! Ugandans and especially the Banyoro should hang him at sunset. He even sacrificed his daughter in the process of selling the country. Someone must pay for this.

Infuriated Ugandan.

Responses to Etome

Uganda as a house divided - Museveni's dream come true Dear RK, thank you for the good work your team is doing for our country and our region. And thanks to all your readers who contribute facts and information as known to them. Your reader with the signature "Etome" ( 31st October 2008) gave well written advice to all of us. I say to him/her not to loose heart. There are many more of us out here, who react in the same way to such letters as "Army Promotions & Museveni's Discrimination". Unfortunately (or fortunately), "Alibaba and the seven thieves" also read Radio Katwe regularly. Could there be a slight possibility that the Alibabas also write letters to RK, often using divisive politics, to confuse us? Dear RK readers, don't loose focus. Always remind yourselves of the greater danger that might befall us. It is all in here http://www.opjdr.org/truth_behind_the%20Rwanda%20tragedy.htm

The historical background of the problems we are facing today is very well documented. I would encourage all RK readers to read it. It is a very long document but it is worth it. Those who do not feel inclined to read it all should at least read the conclusion in the last paragraphs.

On another note, do any of your readers have any more information about the religious sect that seeks autonomy in Rakai which was referred to in this article? http://www.newvision.co.ug/D/8/12/653999 Their website is sseesamirembe.com. Please note that Sserulanda's members include high-profile personalities such as Gertrude Njuba, a presidential advisor on land matters. Things are not always what they seem to be.
Thank you

Radio Katwe,

Mr Etome is shocked to hear someone talk abouting " Ugandas freedom ". That says more about him and less about the writer who observes that there is tribal discrimination in Musevenis army.

Truth be told ,since Indepence ,the army leadership has been chosen on tribal considerations. Obotes made sure that his army was led by Gerenals from the north . The reasons are obvious .

8 out 10 infuencial Generals in Amins army were from West Nile and Muslims . His logic is that these are the category of people that Amin trusted to fight and defende his " revolution"

Obote 11 Generals were 9 out of 10 from Acholi and Lango . In fact it was Obotes selection of Smith over the Acholis that led to his final fall . The reason for the northen domintaion in UNLA was based of the fact that it was these tribes that fought to " libelate " Uganda from Amin .

Its also a fact that the war in Luweero was fought by Manyankore , Baganda and Banyarwanda . Its therefore a valid question to ask as to why the pattern , as shown by history , excludes some tribes , especially in case of Buganda .

Etome naively kids himself farther by suggesting that there is a national army that is based on individual performance and qualifications . If that is the case , how come that Buganda has had only one Gerenal ? Why it is that all the Eastern Region has not produced and single recogonizable Army leader since Shaban Opolot ?

Etomes seems to be upset that some sections of Ugandas population consider that the war that ended Obote and UNLA as a war in deed a war for " freedom " . If Atome was not in Buganda between 1981-86 , he can`t comprehend the usage of that term , just like a child growing up in Isingiro cannot relate the feelings of another child growing up in Pader within an enviroment of Konys war . But if Etome was on the other side of Bugandas miitary siege since 1966 , he will obviously find the topic a bit upsetting. Unfortunately , in Uganda , what may be viewed as " freedom " for some people , can be considered exactly the opposite by others .

Etome displays some typical disingenuity when he contents himself with rebuking my tribal concerns , without caring to prove or disprove that the Officers I mentioned are not qualified Ugandans like everybody else .

I think that Etome would not be saying anything if I mentioned that one the bravest bush fighters was a man called Mark Kodilli . He was the field commander of UFM and was captured , and taken as POW by UNLA .

Does Etome know why this very capable Officer remains unknown in Musevenis army ?

M7, all is not lost, you can redeem yourself

To the most dishonest self appointed so called president of Uganda- M7, the self appointed 1st lady ( God is watching you), their products.

Statistics show that you have amassed over 20 billion dollars, mind you, it is all stolen from the motherland. And if it is true, you have siphoned a lot of it to Iceland where we cant touch it. Your preference is clear, invest in Iceland, than the land that allowed us to herd its cattle, attend school and eventually find your way to its capital and the bank!!! My suggestion is simple. Redeem yourselves. We as a people are very forgiving. Return that money and pour it in the infrastructure of the country, construct roads, build schools, hospitals, schools not just on stolen ranches but everywhere in the country, after all that is where that money should have anyway; we'll forgive your deeds. When you make your final exit whether by a bullet or natural causes or internationak court, we'll remember the crumbling infrastructure that you restored before the bullet struck you.

Even the greediest can redeem themselves, M7 do the right thing (I assume you know right from wrong!)

Name withheld.
