Dear Ugandans,
President Yoweri Museveni has announced (See Museveni promises to eliminate iron-bat hit men in today's New Vision) a withdrawal of his mutayimbwa (iron-bar) brigade who have terrorised Kampala city residents in recent months with violent muggings, beatings and at least two murders.
Museveni's promise comes almost 3 weeks after Radio Katwe ran a report on the 13th of November entitled "Government behind wave of insecurity in Kampala" by our security analyst. This report which exposed one of the Museveni regimes darkest machinations was drawn from high level sources in the Ugandan security services who got disgusted and leaked the information with a view to aborting the operation, where small units of top secret goons controlled by Museveni were unleashed to cause insecurity by randomly waylaying and attacking defenceless civilians.
The president made the annoucement while campaigning for the NRM candidate Mr Robert Kasule Ssebuuya in a bye-election for Kyadondo north constituency when seemingly out of the blue, he started talking about the iron-bar ambushes, prompting one Radio Katwe analyst to remark that pehaps the ghosts of his evil deeds are haunting him.
In a stream of bizarre remarks that has become his trademark, the president also suggested that Mr Kasule's opponent Ms Regina Bakitte (DP ticket) would if elected, make his work difficult by opposing legislation to get tough on criminals. The president didn't however clarify how Ms Bakitte's single, allegedly pro-criminal vote would overwhelm a parliament he has so cowed that at his command they meekly look the other way to let white-collar criminals walk free.
Museveni also expressed a yearning for the more brutish justice of the UPDF military court-martial which in its present constitution sometimes operates more like a kangaroo court, meting out summary justice at the whim of judges whose legal competence is suspect. In familiar militaristic fashion, the court martial has been known to tout itself as above and superior to the Constitution of Uganda, and some citizens have been stripped of rights guaranteed by that Constitution which is supposed to be the supreme law of the land.
Assuming he carries though, Radio Katwe welcomes the relief from his mitayimbwa wielding thugs but advises caution, do not let your guard down just yet. This might be a temporary measure to win some votes. The violence may start up again as the next presidential election draw near.
