Dear readers, in the second half of the 80s Ugandans had swallowed so many sweet lies that they slept. One of the sweet nothings was told by certain man who loudly condemned greedy backward chiefs of long ago, that they sold fellow Africans to slavers in exchange for mere trinkets like beads and mirrors.
Some centuries have gone by, the developed world is now in a struggle for resources. But the greedy African chief is also still alive and well in his primitive ways. Although African muscles are not the hottest item on market, the selfish chief is still in big business striking secret deals to sell natural resources left right and center as his subjects languish in poverty and disease.
That is why we in Uganda are forced to continue enduring a massive crime against humanity, with no words to talk about this cruelty and inhumanity. Our brethren in the north have breen brutalised and almost finished physically and mentally. Now hand in hand with his foreign partners, the local chief wants to disposses the victims comletely by targeting their heritage in the form of land. Millions have suffered and died in open-air prisons as internees, falsely called "internally displaced people". Now before they even settle back home, the vultures have descending again to grab the last of what they have right from under the feet.
One day we hear
Brigadier evicts 100 families, the next Museveni warns land grabbing Generals. In real life, this is a story of the greedy chief and his minions plotting their evil deeds.
The combined forces against us ordinary Ugandans are vast and very powerful and organised. They are merciless with no drop of humanity. But they're not invincible. We must rise to a new level of awareness about what is happening. We will not be defeated. Read on.
I would like to comment on a report in New Vision of 14/08/08 under the heading, "Museveni hails Amuru chiefs" and the accompanying photograph showing M7 and Amuru chiefs/elders in ceremonial attire and ceremonial mood.
The press release which accompanied this photo gives the impression that those elders/chiefs in the photograph have authority over Amuru land and can give good title to the land to M7 ( Chief Estate Agent/cum President) and his "investor", Madhvani.
A false impression is also created that the land in Amuru is best suited for sugar cane cultivation, "The soil in Amuru had been tested and found to be suitable for sugar cane production" Museveni said. What a load of rubbish! We all know that there are vast hactres of unoccupied land along lake Kyoga which are far more suitable for sugar cane cultivation than Amuru land. The only reason which makes M7 go on about Amuru land relentlessly is because of the oil and possibly other resources that is known to lie underneath.
Thanks to Mr. Keith Harmon Snow, this "secret" information, including the map of the region, is now available in his website for all Ugandans to access. This information was made available to M7 secretly in 1996, incidentally, the same year he started the barbaric idea of interning the entire peoples of North/North Eastern Uganda. This was no coincidence. It is also the reason behind the creation of this nonsensical district of Amuru. Mr. Museveni & Co. please stop this pernicious deception, deluding yourselves that Ugandans, even after more than twenty years of your misrule still don't know you and your tactics. We are not certified ex- mental patients.
This State House reception and show-off occasion provided M7 a photo opportunity and a propaganda platform to elevate his unelected cronies over and above the legitimately elected local leaders and to hoodwink the country that such people can give him good title to Amuru land, or any other land in the country for that matter. He continues to try different tactics even when the issue has already been decided by the people best qualified to do so, ie the elected representatives, APG, RCs, and Acholi Land Authority.
The same tactic is being employed in the current dispute between him and Buganda, changing from one group of leaders to another endlessly. In Acholi, land ownership is vested in the people as a whole, ie the community. In any case, the will and wishes of the people of Acholi are legitimately expressed only by their elected representatives, ie, APG and elected RCs and Acholi regional Land Authority, not by M7's appointees or chosen Generals however high they may be in the NRM hierarchy.
Similarly the will of the people of Buganda is expressed through the Lukiiko. Despite this obvious fact, one notices that M7 is endlessly trying to circumvent these clearly laid down legal authorities and procedures, using "revolving door" tactics, ie by mysteriously exiting from the door before those in front of him as soon as the ploy fails and then quickly rejoining through another opening.
Information from London has it that Justine Ocitti had hitherto lived in the UK since the fall of the Lutwa regime. He was Secretary to the short lived UPDM. Recently he was instrumental in the formation of the London based ALRCG (Acholi Land Review Committee Group), supposedly to fight land grabbers of Uganda. What his fellow co-founders of ALRG did not know perhaps is that Mr. Ocitti had already made up his mind to use the organization as his "magic carpet" to fly back to Uganda and start a new life as the new chief of Pagak clan, a very tiny sub-clan of Lamogi main clan. What his co-founders did not ask themselves seriously is what would make a well educated man (BA from MUK, plus UK qualification in computing) want to leave the state and financial securities he enjoys in the UK, seemingly in a hurry, only to take up an unpaid office of Pagak parish Chief. The answer lies in the West African (Igbo) saying about a bull frog in the sun. The bull frog does not cross the hot tropical sun baked ground of the African village court yard, unless something is after its life (in the bush); usually a snake.
Information reaching me from London alleges that the Pagak Chief was becoming increasingly uneasy about having to help the UK Charities Commissioners with their enquiries. We all know now how M7 & Co love to rescue such "refugees"; offer them soft landing, "sinecure appointments", brown envelopes and other perks - but not without a price!
Whatever the case, Mr Ocitti and his partners would do well to remember the folklore fable of the red breasted cock robin (erithacus rebecula), who on fleeing from a non-life threatening situation ends up accidentally in the ogre's den. The ogre, rubbing his paws in total glee, immediately requests for his harp. He plays his tune to thank fate for having fortuitously vested him with this "free food". The cock robin, witty and sly as he is, quickly conceives an escape plan and responds by requesting to play his favourite tune. The Ogre was so convinced and frightened by the message of cock robin's tune that he fled his den leaving his "free food" behind. Let us hope that having "crossed the Rubicon" with his own Acholi people, Mr. Ocitti has just that sort of tune that will save the day for him, should he fail to deliver Amuru land to the Ogre. Otherwise Pagak will become his "Waterloo"; truly, a land of no return!

~ BLOCK 1 stretches well into northern Uganda near ARU, and is controlled by Heritage;
~ BLOCK 5 stretches further north and occupies a huge swath of the northwestern corner of Uganda to Gulu and is currently not yet claimed;
And these are only showing the concessions revealed through the Heritage/Turrow/Hardman documents. The northern regions of Uganda from Central to eastern Uganda include gold mining areas where the defense attaché of the British High Commission (Kampala) has inspected the gold samples personally, with South African mining experts (I have a photo showing this), and Branch Energy officials. Branch Energy is another Tony Buckingham mercenary mining firm with big interests in Uganda.
What other concessions or exploration is ongoing in Northern Uganda has not yet been exposed, although exploration is certainly underway.

If you click on the above oil concessions link—the oil map is from the petroleum industry itself and was published 1996. Note the MASSIVE concessions in the Darfur region of Sudan and in the Lake Turkana regions of Kenya. Most likely there are other vast concessions stretching across northern Uganda that connect these to the concessions in the northwest. It may also be that there are newly discovered uranium and/or natural gas finds in this vast region.
The oil companies and Uganda government have ABSOLUTELY NO INTENTIONS of sharing the oil wealth with the people whose land the oil (gold, uranium, etc.) is under. There will provide cursory “development” that only suits their corporate interests, ending up in a state of managed apartheid as exists, for example, in the Shell Oil territory in Gabon.
