The now economically feasible oil prospects in Uganda should not be greeted with much fanfare because of the secret nature of the contract. So far, the Ugandan government has refused to release details of the contract citing a confidentially clause, which was included in the contract. It should come as no surprise since this contract was against the national interests of Uganda. I must reveal, at the cost of endangering my life, that this contract is against the national interest and is very bad for our country Uganda.
By the nature of our job, we are sometimes privy to details of meetings which the President holds behind closed doors. The following is the essence of the oil contract, which I will with great pain release to Ugandans.
First, the contract is hidden even from parliament because it was drawn between President Museveni and family (in their private capacities) as the sole and primary Ugandan investors, with Heritage Oil where Tony Buckingham is the CEO, as a secondary partner. To be clear, legally, Museveni's family owns the oil wells, and NOT the Ugandan government on behalf of the people of Uganda as we often imagine or delude ourselves.
This means that all the oil wells belong to Museveni and his family as personal investment and property. The people of Uganda will only get taxes arising from the sale of oil to the government of Uganda.
Has it ever occurred to you to wonder why the government of Museveni does not want to build the
hydro-power station at Karuma Falls to generate electricity for the consumption needs of the country? Or even to implement the old plan of building a hydro-power station at Murchison Falls/Kabalega Falls for hydro-electric power generation to supply the entire country? The reason is simple: If there is enough electric power capacity that the two Falls can easily provide, why should the country purchase oil to generate electricity from Museveni and family's company?
Has it not puzzled most of you that Museveni is very interested in building small hydro-electric power stations across the country, which can only supply inadequate power, even if used for only lighting purposes in those areas? And which cannot support large scale industrialization even in those remote village areas? Think again before you jubilate, fellow citizens. We are in deep crisis. Museveni and family will own the entire energy resources with a select group of foreign companies and players such as Tony Buckingham.
Second, the Museveni's family enterprise will be able to extract maximum concessions from Ugandans, as they manipulate the energy needs of the country for their benefit and comfort. Museveni will be the new so-called "Oil-Sheik" like the Sultan of Borneo or the Kings of the Middle East. This means that they will rule forever as a dynasty. Forget any significant change in your welfare as a result of the new reveue, and instead prepare for a life of submission for it is your continuous humility that will be rewarded with crumbs by the new oil barons; to benefit from the economic order, you will need to be a sycophant like the Kakooza Mutales and many others.
Third, the Kingdom of Bunyoro should realize that after them, the next people to be courted with the ultimate aim of subjugation are the "Abacholi". Though given their reputation in these circles as "stubborn", always speaking up and never giving him a break, General Museveni has also considered the option of eliminating them.
In a meeting whose details have become known to me, it was planned that the Madhvani Group would be given the land where the oil is. Then when the oil find was later declared, the Ugandan government could then say that it was on a private land, so that "Abacholi" collectively have no rights to it. But it was also recognised that the people (Acholi) on the land are "very stubborn" and would not let Mzee push them around. It was thought that the best way was to "eliminate" (read: murder) some of them but this idea failed to gain enough support because of fears that it might generate support in northern Uganda, for rebels like Kony.
Eventually, as pressure to secure and develop the oil grew, investment in the venture needed to go ahead. Mzee had no choice but to go ahead and publicly declare the oil find. Otherwise for a long time now, the fact that two exploratory oil wells were being sunk in Amuru (where Madhvani was to get land - the 40,000 acres), was kept secret.
But how could the plan to grab and keep the oil resource as a personal investment and property of Museveni's family be carried out and defended? Here is the how they planned to do it:
It was though that because killing leaders of the "Abacholi" might drive them to support Kony, he (Kony) must first of all be destroyed. After that source of potential blowback had been defused, then the land (oil) in Amuru would be simply be expropriated, since the "Abacholi" are big headed and never to be trusted to cooperate with 'investors'.
If for whatever reason that course of action did not succeed, then Tony Buckingham could summon his considerable force of private military contractors to help to keep Museveni in power forever. Mr. Buckingham has experience in the field of manipulating political power using private military operations. He has been involved in running military-business complexes revolving around natural resources in places like Papua New Guinea in Asia to West Africa and in particular, in Sierra Leone With professional mercenary groups, which included Executive Outcomes of South Africa under Colonel Ed Barlow, and Colonel Tim Spicer of Sandline International and other extended security businesses including Saracen. In short, Buckingham has the connections and power to deliver and sustain a perpetual monarchy with Museveni and family as the heads.
We must remember that in 1997, Tony Buckingham and company were given control of Sierra Leone's biggest diamond venture, the Koidu Diamond mines in Kono district, in exchange for keeping Tajan Ahmad Kabbah who had been overthrown, in power. So far, he has interests in the diamond mines worth several billions.
Tony Buckingham is extremely well connected to powerful figures in the British and other western governments. When they were destroying Sierra Leone in direct violation of the United Nations Security Council resolution banning moving in of arms to escalate the conflict, the governments of UK, Canada and US knew but did nothing to stop him. Today, the mines do not benefit the Sierra Leoneans but Tony Buckingham and company and to some extent those connected to former Kabbah's government. When we hear that the shares of Heritage Oil Company went up in the London Stock Exchange on news of the Amuru oil find, we must ask to whom is that money going? Since the Heritage Oil company works with the Museveni's, the money goes into their pockets because it is their joint investment in the Ugandan oil.
So the clear reason why the oil contract cannot in its present state see the light of day, even before the parliament of Uganda is because it is a private contract between Museveni and family on one hand, and Heritage Oil on the other. It is a personal investment contract with the Museveni's as the main proprietary owners. The Ugandan state owns nothing for if it did, why should we be afraid to release the contract to the owners, who are the citizens of the country?
Finally, I want to applaud Radio Katwe for calling to order Mr. J.C. Amone for using racist and discriminatory language against Tutsi. I am a Tutsi who is a Ugandan and very proud of it. I have to come out to tell the truth because I love Uganda and the people of the north. I know very well that northerners and particularly "Abacholi" have suffered from NRM/A bigotry. Some members who were promoting that bigotry against the northerners are now in FDC. I went to Kyankwanzi with some of them. We fought the northerners together but they fell out with Mzee. I do not like it here in PGB either but I must work for my country. Where should I go? However, I feel compelled to write, even at the cost of my life, because I love my country Uganda.

I can confirm that JC Amone is acting on his own and alone and does not represent Acholis in anyway. To all readers of RK please note that in future when you see JC Amone's article just ignore.

I have just learnt that not all Tutsi's are bad. Bravo that PGB officer who has said it all. So members of parliament however much they shout, oil agreements wont be released until Museveni's end comes. And believe me, Museveni will go.
All along I knew that all tutsi's are bad people, bad leaders, killers, etc,but hmmm....just come to know that not all people are the same. We have some very nice tutsi's in Uganda. And I thank radiokatwe for not being tribalistic. This is really really really really a nice platform. museveni must b really hungry with u. take care.

It takes more than 5 years to start drilling oil and exporting, how comes Uganda goverment is doing it less than three years unless they started it earlier than we think? You ask any one in oil drilling why did British Petroliam pull out of Uganda in 1986. Did they find little oil? You need more than 1 billion barrel of oil in wells, Uganda is taking about 1 million barrels of oil which can be drilled in one day if you are to be on large scale. The oil wells lie in Rift Valley that will take time to build oil platforms and being a land locked country you cant have ships to dock around and mine, cost of transportation, pipe lines, roads, railway are not yet done to tansport oil.
Heritage Oil company is a small company in Cananda and most Canandians don't recorganise it as a major oil company.
Why didn't Shell, BP,or middle east petroleum companies, Gazprom, China petroliam company, why are they not interested in Uganda oil? These are big international companies especially middle east companies. Uganda is going to produce 40,000 barrels of oil a day, which means a year they will produce 14,400,000 barrels of oil. Is there enough oil, why is it a mini refinary? Any country would have like bigger refinary. We should try to find why BP pulled out of Uganda in 1986, and how come other big international companies not interested in Uganda oil.

Hello, I will not write much to avoid being detected but I want to give some information about the oil exploration.
'The Mafia' has taken some Bahima boys for miltary training in Jinja and one is to go for further studies in petroleum engineering in Heriotwatt University in Scotland, or masters in oil exploration in a yet to be established university. The boy did mechanical eng. from KYU and was a common spy at abligato. He was commonly known as "menmen".
The others are Kato from Sembabule (a cousin to Tinyefuza), one Denis K (a relative to Brig. Muheesi and the first farmily) and one Colleb from Kazo. The rest they went with are not going anywhere. They are infact going to be recruited into the regular force.
Dear RK try to get more information but the mafia is finishing the country.

He joined the rest two weeks later.
He is a close neigbhour to the first family in Rwakitura.
He stole guild money.

Let me start with a question: For how long should we shout our voices coarse about Museveni's stealing National/Natural resources? Parastatals were run down to their knees and handed out in form of privatisation, co-operatives disolved into thin air etc and now the oil issue has come up and the government is childishly and arrogantly telling us their is a confidential clause in the contract. Where does the clause come from? The oil is for the republic and public of Uganda, why should then there be a clause preventing Ugandans from knowing the developments in the oil fields?
It appears we have got into a consolation situation that so long as I can meet my needs (pay rent, feed children, pay medical bills etc) then the rest doesn't concern me attitude. This has been going on since I was a young boy but there is nobody who can just utter a few words consistently to challenge the government. A few who try get their mouths stuffed and they keep quiet.
Now the rogues have reached to our land, then what else are we left with apart from remaining with an option of becoming slaves directly or indirectly without land. These things have been building up cumulatively and consistently but unchecked. Crying alone won't help, though it would be wise for the crying ones to alert the neighbours of the danger at hand. Unfortunately, we tend to alert neighbours of danger after falling apart with the government. Its better late than never, but it also shows how much we think with our stomachs, pockets and bank accounts and its only when the above run dry or a fall that people become a little sane to follow their conscience.
At least we have a government and parliament that is composed of intellectuals in the form Professors (G. Bukenya VP, A. Nsimbambi PM, etc) those with Doctorates, Masters, degrees (forget about Janet's type). I mean these are individuals with qualifications from different disciplines if when put into good use would've really put us somewhere far a head, but oh my foot, these are 98+% a bunch of sychophants who can't think of ever challenging anything that involves the president. I belive when you become vocal that makes you a lot safer than those who keep quiet. If Besigye had not come out vocal, who knows for he could have been past tense now.
So our leaders, wake up from your slumber land and pick the broken pieces of our dear country Uganda and we mend it up. Why should somebody keep being a minister for over a decade and still we have pools in the roads of the capital? We are happy with our disposable roads which are managed by buying fuel guzzling 4X4s which are equally neutralised by the holes and bumps in a few years.
We need people who can rise up and say, ladies and gentlemen, enough is enough we need to stop all this nonesense of state thugery and develop Uganda. Just like Besigye got a backing when he came out, that is the support one will also have. I guess you have a question like I do, WHO WILL BE THE ONE(S) TO STAND UP TO THIS CAUSE? The air is already saturated but only needs a slight spark fire will engulf those parpetuaters. Don't concede we can't "YES WE CAN". That was part of Obama's vocabulary and you don't need to guess where he is now. So brethren, lets juggle up our minds through RK and come up with lasting solutions for our motherland.

Thanks for being the only reliable source of news from my mother land Uganda.
I would like to thank the people of Amuru District ( Acholi sub region) for the stance they have taken to resist the grabbing of their land by some "so called investors".
The first family is aware of the existance of first class oil wells in the Acholi, Lango, Karamoja and the West Nile sub regions and wanted to use The Madhivani group of companies as a pretext to lay their long hands on your God given wealth.
What has the Madhivani group of companies and the NRM Government done for the people of these sub regions since 1986?
I urge the other remaining districts in the north, north west and north east of Uganda to emulate the people of Amuru District.

This Radio Katwe story, below, of the stealing of Uganda's oil fields is not new.
About a year ago I wrote and posted a piece on ugandanet about this same issue.
I was comparing this stealing with what Paul Biya did in Cameroon.
The foreigners in collusion with Paul Biya are French mercenaries.
It has been claimed by Ugandans, on Radio Katwe, that with the passing on of Museveni, we will get back our mineral fields by nationalization, or anything, hook or crook.
I only hope this is not just wishful thinking!!
The blood-sucking Anglo-Saxon/British establishment, under the cover of the mercenaries of Executive Outcomes/Sandline International/Blackwater, have crafted international legal statutes in such a way that they tie Museveni and us in a vice-like grip, where we have to pay back impossible sums of money!!
Who knows the size of penalty they signed with Museveni?
Is it US$ 500 billion;
5,000 billion ? Who knows.
They could even invade or assassinate or engineer war.
We are like rats caught in a trap; in the struggle of our dear lives.
That they have even thought of killing all Acholis is not a bluff.
They could wipe any our tribes off the face of the earth.

The Betty Kamya's of this world may rejoice that the British ordered Museveni to reinstate the Buganda feudal structure, to keep us divided.
Is she more of a Muganda than the rest of us? Whose side is she on? British imperialism of us? Why is she obsessed with Oliver Cromwell and such? Why does she not seek answers from our ancestors - the Kabakas Mwanga, Kabalega etc..
Is it because these mercenaries love Buganda monarchists so much? Dream on if you think so.
Give the devil his due. Museveni was right when he said that if we are stupid then we deserve to be enslaved.
