Opinion: Suspicion surrounds British designs on Great Lakes Region

Dear RK,

Allow me a space in your reputable website to make a personal observation regarding events in our region, which at first sight may seem totally inconsequential to us Ugandans.

The reported swoop on Rwanda by British parliamentarians, headed by Henry Mitchell supposedly to teach a class of Rwandan teachers English language, (Times of London, Wed 06/08/08), captioned "Rwanda given two weeks of Tory Administration" seems strange to me, to say the least. Last year the Conservative Party Leader, David Cameron, a probable successor to Mr Gordon Brown, joined a smaller set of Tory volunteers in Rwanda to highlight project Umubano (Times of London pg 9-06/08/08). How come British MPs have become teachers over night? Equally surprising was the recent report that Mr. Tony Blair, former British Prime Minister, accepted appointment as Advisor to the Rwanda government. Since when has a former British Prime Minister stooped so low as to accept an obscure appointment as "Advisor" to what they love to call a "tin pot little African country"?. Why has Rwanda, a region smaller than our Karamoja region, suddenly become so important to the British? Since when have vultures swarmed in one spot where there is no carcass?

It may seem as impertinent a question as when Sir Isaac Newton asked himself "why does an apple fall" from its' tree. This apparently impertinent question led to a very pertinent answer that we know today as the theory of gravitation, etc.

I recall that soon after the fall of Field Marshall Amin in 1979, a French charity went about distributing food in Karamoja, when the area was ravaged by famine. The British media were quick to cry "foul" ..."what are the French doing in a former British colony?" they cried. As if Uganda was their property for life! But if we are to allow that former colonists still have exclusive rights to African countries, who do we see now in broad daylight encroaching on a former Belgian (French speaking) colony, contrary to the Munroe agreement/doctrine? It is now an open secret that the Anglo-Saxons, in their everlasting greed for other countries' resources are re-colonising by stealth, former French, Portuguese, even Spanish Colonies in Africa, eg, Equatorial Guinea. I mean the foiled "dogs of war" style of coup d'état, planned by the son of X-British Prime Minister, Mark Thatcher and his cabal. Don't be fooled that the British establishment knew nothing about it. The testimonies of Mr. Mann and others were reported in most international news media. Equally, certain events in our Great Lake Region, such as the incessant war in Somalia may seem like it has nothing to do with us in Uganda. This view is wrong and naive indeed. Remember that President Bush came to power with the sponsorship of American oil corporations. Four American oil companies, Chevron, Conoco, Phillips Petroleum and Amoco (now British Petroleum) had been granted petroleum concession in 1989 by the deposed Somali President Siad Barre. Even though this grant is now time barred/superseded by supervening events, the oil men still want us to believe that it is valid until Jesus comes back! The Somali war therefore has nothing to do with Islamic fundamentalism or "the war on terrorism" as American government propaganda wants us to believe. It is about resources. (see Oil in Darfur? Just as the war in North/North-Eastern Uganda is being waged by M7 and his partners in crime, Tullow/Harman Resources/Heritage oil & Gas concessions, because of the oil and gold, possibly uranium that covers Easter Congo/ Bunyoro /Northern Uganda; see Northern Uganda: Hidden War and Massive Suffering. I fear that because of the vast untapped resources of Uganda , oil included, as long as we remain in the hands of the present ruling cabal, Uganda could be heading in the direction of Somalia , or even worse. Those White Buccaneers thrive best when there is confusion.

It seems that Ugandan born and former Director of Military Intelligence of M7, President Kagame is taking advantage of the presence of a large number of British parliamentarians to shout aloud for the whole world to hear that the genocide in Rwanda was the work of Senior French officials (The Telegraph-06/08/08, pg 14), including the then incumbent French President Francois Miterrand. Could it be that he was tacitly encouraged to do so by Whitehall as to distract world attention from their surreptitious missions to Rwanda, a former Belgian (French speaking) country?

We Ugandans know very well that even before the public outrage in Rwanda which broke out on 6th April 1994, following the death of Presidents Juvenile Habyarimana of Rwanda and Cyprian Ntaryamira of Burundi respectively, the genocide of Hutus by RPF/NRA from Uganda side was already in full swing, but was still concealed to the whole world, except to the organizers, M7 & co and their Americans/British backers. Unfortunately, this fact was buried in the avalanche of events that followed the post 6th of April, 1994 uprising and genocide. There are books and articles, websites, etc, already available on the untold truth of the Rwanda genocide, ie, the cover-up, the reasons behind the invasion of Rwanda by Uganda and the people involved in the planning and execution of the genocide of Hutus. Details of the invasion plan was also faxed to Kenya Times and reported under the heading "New plan to invade Rwanda" dated 15/12/1990, by Philip Ochieng. If anything it is Kagame's hosts (the British) and the Americans who should answer for the 1994 genocide in Rwanda. Could it also be that Mr. Kagame is trying to blackmail French leaders to drop the case of his indictment by a French judge? Instead of accusing French leaders, would Kagame please care to tell us who shot the plane that killed the two presidents? There is no way the case can be tried without answering this crucial question, because of the inescapable legal requirement to establish "causation"; both factual, and legal causation. Be that as it may, the future of the minority Tutsis in Rwanda (or any where else) is better guaranteed by acceptance of democracy and reconciliation with the majority Hutus and not by changing colonial masters, just because they promise them continuance of their minority rule and concealment of human rights abuse.

During the same time I noticed that there is a Sudanese military delegation in Rwanda supposedly there to learn from Rwanda how the regime succeeded in converting their RPF into a regular national army. The Sudanese would do well to talk to victims of the regime, the Hutus, of Rwanda. They would discover a very ugly side of that army, ie the covert and continuous extermination of the Hutu people, a policy they would not like to import into their new Southern Sudan, if ever it will gain its sovereignty, after their expected referendum. It seems to me that GOSS leaders have not bothered to try and understand the geopolitical events of the Great Lake Region. They are apparently still unaware of the ethnic thread which runs through the Kigali , Bujumbura and Kampala regimes. This is even more so when more Sudanese have come to believe that the Kampala regime had a hand in the death of their late leader Dr. John Garang.

Is it any wonder why M7 is rushing to bring about the East African federation, without setting any criteria whatsoever? In Europe conditions were set for admission into the EU, such as economic performance, harmonization of laws and most of all, the existence of democracy. It was naive of Kenya and Tanzanian not to insist on definite convergence criteria such as a common working language(s) English/French and most important of all, democracy as preconditions for membership. We all know that all the three Tutsi controlled member states are hanging on to power by keeping their armies "tribal", hence they are able to rig elections with impunity. This means that major decisions affecting our resources, land and liberty are/will be decided by unelected dictators (I mean rigged elections). If Ugandans are not vigilant, we could find ourselves under Tutsi/Hima minority rule for a very long while indeed! We know now that all the four Tutsi controlled regimes (including Eastern D R C under Nkunda) survive by maintaining genocide as the cornerstone of their rule, if only because they would become instant victims of democracy!

All genuine Ugandans and our legislators alike please take note of what is happening in the G L R and unite to save our country from re-colonisation.

On suspicion of the British Government!

Thanks Radio Katwe! The writer was spot on in my opinion. Uganda has always known it had rich natural resources, we read about them in school it is not a new venture as M7&Co wants to put it. After reading about the Lado people a few years ago, it explained properly of the natural resources of the area, Sudan, Congo, Uganda and the Lado people in the region who are constantly percecuted by the current regimes supported by the British, America Governments in the disguise of fighting AIDS and Kony, replacing desplaced West Nile, Sudanese and Acholi people in the region by both the Ugandan government, Britain and America.

The 1954 agreement between the Lado people by the British only concides with the recent tour of the Queen to Uganda many years later. Check on www.afriDad.com. Indeed we are still the British subjects if we are not careful.

While concerned Ugandans were writting to stop the CHOGM to be held in Uganda, the descision was already made by the British authorities and Museveni was much aware of it. Did you see the whole of British establishment in Kampala without any security scare? Apparently HIV/AIDS was so important, the Queen at Mildmay Mission Hospital, Prince Charles in Kawempe, Gordon Brown all talking about HIV/AIDS!! (What about the genocide in northern Uganda that has killed probably hundreds of thousands?).

In recent American politics the HIV/AIDS issue was once again brought to the world population, as a young Ugandan in the 1970's i remember very well it was Iddi Amin as president during his fight of words with Julius Nyerere of Tanzania where M7 was living and planning a war to over throw Amin's government. Amin warned Ugandans about this desease that at the time affected only homosexuals in America as usual we nicknamed it GOD HOPE. How true it became soon after the war that toopled Iddi Amin. No one has investigated what the 1979 Saba Saba war brought to our country, do you remember that it all started from the Tanzanian war route through Mutukula? Recently M7 went back and gave prizes in Kasensero. In America the Gulf War Syndrome was originaly ignored until the authorities couldn't hide the truth anymore anymore. How long will it take Ugandans to find out what these men and their colonial supporters did to our Uganda then and now? A committed Katwe Reader!

The article is very precise. A few Ugandans are opportunists. Imagine a minister starting a campaign that Museveni should go for the 30 years as Uganda's "emperor". This is just a product of poverty.

The members of parliament turned around and approved millions of dollars in the name of reforming the civil service. What is wrong with the civil service? How many times must reform the civil service within the period of Museveni? This is unbelievable!

Look at the UPDF, who are top officers? Look at the Ambassadors to other nations, who are they? Majority are the Tutsis/Himas.

Mbabazi forces the National Social Security Fund to buy his own land for billions of shillings. One man gets over 11Billion shillings just for one property?! I tell you, the next government of Uganda must retrieve all these properties back like what Obasanjo, former Nigerian president did with the family of late Gen Abacha and his cronies. In fact, some of them are still in jail to this day, eg.General Bamayi, Major Hamza AL Mustafa.

People are deceiving Museveni that he is "the only leader". He should learn from Mandela who truly fought to liberate his people not just to hang to power. That was not his objective. Staying in power too long encourages hate and tribalism. Idi Amin made that mistake and made the Lugbara's suffer too much stigma. We need to return the constitution to only two terms like it is obtainable in civilized and democratized nations.

Let's watch for the next level of stealing. Stealing is taking place in Uganda at a very large scale. Who owns Uganda's oil?

In reference to one of your contributors on "if Ugandans are not vigilant, we could find ourselves under Tutsi/Hima minority rule for a very long while," I wish to make this brief contribution.

The writer of the article where the above quotation has been extracted from should be informed if he does not know already that the game of Tutsi/Hima rule in Great Lakes Region is more or less an accomplished mission in both Uganda and Rwanda.

In Uganda the Basiita Clan has successfully completed their 50 year plan hatched in 1992 at Rwakitura presided over by M7 himself. M7 and his Tutsi/Hima minority are now consolidating what they have achieved in many strategic areas of their plan. They control the army and so does the same in Rwanda; they control Parliament; they control the country's resources and they are consolidating in this area by putting Lt. Col. Muhoozi in charge; and they will pass the land bill whether our fellow countrymen in Buganda want it or not. M7 knows he has majority Parliament and he knows he can do anything he wants with members of parliament. Those who become stubborn, he will grease them with a few millions of shillings and they toil the line. The majority of M7's clansmen are stinking rich as was planned in the said meeting while the majority of the people in the country live in extreme poverty.

Unfortunately many Ugandans do not see this because if they did, they would not be deceived with petty handouts during election time. Buganda, the deciding constituency to anyone to rule Uganda, has not yet fully woken up to the realities on the ground and utilize their God-given opportunity to give power to a person who will not manipulate them so that they get what they want. Someone however has to advise them that they have to drop the issue of asking for a federal status in Uganda unless other regions ask for the same so that they are all on the same playing leveled ground. They should instead try to consolidate what they have and protect their cultural King that gives them an added advantage over other areas. Let them play Nationalism and the rest will come in a given time.

M7 has divided Uganda into very small districts to establish centers of loyalty to himself and people in these areas look at him as their godfather because of what he has allegedly done for them. This is of course the "divide and rule" principle which colonialist used to rule their empires and for each of these M7 counts total support.

M7, as many have said before, for him he says he is here to stay. When a few months ago he was visiting Bushenyi District he told people who were listening to him that he "killed his animal" when he fought and won a liberation war but some people want him to go away and leave his animal that he hunted and killed by himself while others were sleeping in their beds. He swore that he was not going anywhere.

Unless all Ugandans, irrespective of their political, cultural, tribal and religious interest, see what a number of us are seeing now and agree to come together to fight a common enemy, we and our children will live in our country as slaves of a minority as was the case in some parts of Uganda, Rwanda and Burundi in last century.
