Editor's note:
The history of Rwanda from 1990 to this day remains a subject of violent controversy. The RPF government which is now in power presents the view that the blame for the terrible mass crimes against humanity should be put on the Hutu militia and or former Habyarimana regime.
A new entrant into the blame game is the French government, as the recent Rwanda government sponsored Mucyo Report details.
The report has produced commentaries like A devastating report on France's role by author Stephen Kinzer,
which in the course of being discussed, prompted someone to write:
" But did Paul Kagame--or did he not--order the assassinations of the duly elected presidents (and NOT THE EX- or FORMER-presidents) of Rwanda and Burundi?
This double murder--a terrorist act of the first order since Rwanda was 'at peace' under the Arusha Accords at the time--certainly seems, if not the trigger to the genocide, to mark an enormous intensification of the RPF's US/UK/UN/Israeli-sponsored killing spree to blow open the treasure trove that is the Congo.
If your answer to my question is 'yes', that Kagame and the RPF did order and execute this double presidential assassination--which also took the lives of the three French nationals on the flight crew of the Rwanda presidential Falcon 50 executive jet, and, thereby brought about Judge Bruguière's investigation and indictment, and Kagame's hysterical response to it--then what exactly is your case against the French? "
One can only hope that having now demonstrated their tenacity, resources and competence in this kind of investigation, Mr Jean de Dieu Mucyo will be tasked to reassemble his team to embark on a Mucyo Report II, that will dissect with equal zeal and vigour, the numerous and long standing charges and questions about the role and conduct of the RPF in that period of 1990-95.

We have received your report about Congo victims published in 2008. You tried to give details explaining what caused death of Congolese people who died (violence, disease, etc).
As representative of Rwandan associations of victims (TUBEHO TWESE ASBL and CIVHEMG), I write this letter to ask you (and other humanitarian organizations) to publish a true new report concerning people who had been killed by RPF in East of Rwanda (old Kibungo, Byumba, Umutara, Kigali,etc) in 1994 and after. Remember that IRC was among NGO's which were chosen by government of Rwanda led by RPF, to operate in that zone of East of Rwanda . Many people (Hutus and Tutsis) have been killed by RPF in that zone in 1994 and after. Bodies of Hutus killed by RPF have been mixed with bodies of Tutsis killed by Interahamwe. Other bodies of Hutus and Tutsis killed by RPF in East of Rwanda have been carbonized in the system of other silent genocide set up by RPF from that zone in 1994 in order to get lands of their cows and occupying lands of people killed.
We inform everybody that in the region of East of Rwanda, on one hand, Interahamwe killed Tutsis in 1994 and killers must be punished. On the other hand, after few weeks in April 1994, the zone of East of Rwanda was occupied by RPF soldiers after defeating interahamwe and Exfar soldiers. In that time of April 1994, civil and soldiers of RPF begun to kill massively innocent Hutus. Hutus have been killed by RPF soldiers and civil Tutsis in that region as interahamwe did in other places of Rwanda . Now, there is no justice because the land of every Hutu killed in that region is now occupied by families of killer or by families authorized by killers and killers are on power in Rwanda . The case of justice (for Hutus) must be solved by international justice as same as it is being done for Tutsis. Hutus killed are in all categories: babies, old people, women and men. In that zone of East, the number of victims killed by the system set up by RPF is higher than a number of Tutsis killed by Interahamwe. And it is still continuing silently through gacaca and other ways. There are small zones (district) where we count more than 15000 Hutus killed in same place. If some one wants to verify, he can tell us to go there with him physically. We condemn every body who can deny that information without doing any verification with us. The RPF always try to hide those killings against Hutus which took place in that region in 1994 and after.
NGO's which were around in that time of killings against Hutus, were calling families of innocent Hutus from where they were hidden and gave them food and other assistance. So Hutus were being called by NGOs in order to be killed. In practice, those actions helped RPF to kill more people because the killing centers of RPF were not far from where NGO's were helping Hutus.
In deferent pages below, we give you many details, documents and list of people who were killed. It is not enough according to what had been happened in that region. What happened in that region it's terrible.
Now we ask you one question, can you tell us what you know about RPF killings?
Can you transmit to other organizations which were operating in that zone from 1994 in order to answer same question? What do you thing and what do you plan to do for families of those victims of RPF in all regions of Rwanda and other places?
Have you maid any report about RPF killings? If not, why? Remember that you were one of NGO's which was operating in that zone of East of Rwanda where thousands of innocent Hutus and Tutsis were killed by RPF in genocide maid by RPF.
We also ask every body (your staff and other people who were around in that period of RPF killings in 1994 and after) to talk (individually or collectively) about what they knew about that killings.
As victims and representative of victims we are waiting for your answer.
